## MINUTE BY THE CAPTAIN SUPT. OF POLICE.

I adhere to the opinions recorded in my minute of 21st January, 1898.
I would draw attention to the fact that in July 1898 I asked that 7 recruits for the European Force should be recruited at home.
Application was made to the Secretary of State accordingly and it was suggested that the men should be obtained from Aberdeen and Glasgow, and if not procurable there from London.
It was only the other day that information was received that 4 of the 7 men asked for had been recruited. Three of them are from the Plymouth Constabulary (a Force I never heard of) and one is a man without Police Service from Ireland.
Apparently it was found impossible to obtain men from the Forces I suggested and in any case it took over 6 months to recruit 4 men and we are still wanting the three and a good many more besides by this time.
Mr. Badeley was at home when the requisition for men was received and was sent to Glasgow to try and recruit and failed to get any men at all.
